Understanding what you are entitled to — both under Turkish patient rights law and under the principles of good clinical practice — helps you engage confidently with any dental clinic you choose. Right to a Written Treatment Plan
Before any dental treatment begins, you have the right to a clear, written treatment plan that describes: every procedure to be performed, the clinical rationale for each procedure, the materials and brands to be used, the treating clinician's name, the treatment timeline, and the expected outcome. You should never agree to treatment based solely on verbal descriptions.

Right to an Itemised Cost Estimate
You have the right to know exactly what you will be charged before any treatment begins. There should be no bundled costs that obscure what you are paying for, and no costs added after treatment that were not disclosed in advance.

Right to a Second Opinion
You are always entitled to seek a second clinical opinion before agreeing to any treatment. A reputable clinic will actively encourage this — particularly for complex or costly treatment plans. If a clinic pressures you to proceed without seeking a second opinion, or creates artificial urgency to prevent you from consulting another practitioner, this is a serious red flag.

Right to Your Medical Records
Under Turkish Patient Rights Regulation (Hasta Hakları Yönetmeliği), all patients have the right to access their complete medical records, including clinical notes, radiographs, CBCT scans, treatment documentation, and laboratory results. You are entitled to receive copies of these records in a portable digital format on request.

EU Cross-Border Healthcare Directive
If you are an EU citizen, the EU Cross-Border Healthcare Directive (2011/24/EU) gives you the right to receive healthcare in any EU member state with reimbursement from your home country's health system under certain conditions. Turkey is not an EU member, so this directive does not apply to treatment received in Turkey. However, some private health insurance policies in EU countries do cover planned dental treatment abroad — check your policy carefully.
UK patients should be aware that post-Brexit, NHS reimbursement for treatment abroad is not available. Private dental insurance cover varies significantly by policy — contact your insurer before travelling.
Turkish Patient Rights Law
The Turkish Hasta Hakları Yönetmeliği (Patient Rights Regulation) grants patients in Turkey specific rights including: the right to respectful and dignified treatment; the right to be informed about their condition and treatment options; the right to accept or refuse treatment; the right to confidentiality; the right to seek a second opinion; the right to access medical records; and the right to make complaints. Foreign patients have identical rights to Turkish nationals under this regulation.
What to Do If Things Go Wrong
If you have a concern about treatment you received at any Turkish dental clinic, you can:
- Contact the clinic directly through their formal complaints process
- File a complaint with the Turkish Ministry of Health (online portal available)
- Contact the Turkish Dental Association (Türk Diş Hekimleri Birliği)
- Seek treatment from your home dentist and document any clinical concerns
- Contact your travel insurance provider if complications arise during your trip
